Card usage plunges after Demonetisation

The per value transcations of debit and credit cards at points of sale (PoS) terminals has declined post-demonetisation, suggesting the country has a long way to move from cash-based economy to a complete digital one, says a report. The debit and credit cards transactions at PoSes were worth Rs 352.4 billion in value terms in November and Rs 181.3 billion till December 13, compared to Rs 511.2 billion in October. The average transaction at PoSes was Rs 1,714 for November and Rs 1,643 for December compared to Rs 2,229 in October, says an SBI Research report. "The per value transaction declined in post demonetization, which may be due to less number of PoS machines in the country compared to the demand," says the report. It said the country has 15.1 lakh PoS machines but may need an additional 20 lakh more if digitisation has to gain traction. The report says looking at the usage of debit cards only on PoSes, the numbers are still a long way to go. As of October, per debit card transaction at PoS was Rs 1,500 only, and the number of times transacted was only 1.3. "Thus on an annualized basis, debit card transaction is around Rs 24,000," it said. It said the government should thus incentivise the usage of debit card (there are 74 crore debit cards in use) on PoS by giving tax concession like 80C. The per transaction value of pre-paid instruments (PPIs) including m-wallet also declined post demonetization. "This decline is possible due to the fact that still customers are not comfortable in using m-wallets either due to lack of security or trust or awareness," the report said. The report, however, said the mobile banking transaction data indicates a huge success, with total volume through mobile banking increased by 9.7 per cent month-on-month to Rs 1245 billion in November 2016. The per transaction value increased by a whopping Rs 17,207 in November from Rs 14,536 in October. The report said the current size of digital banking including credit card and debit cards through PoS terminals, transaction through PPIs like m-Wallet, PPI cards and mobile banking is around Rs 1.7 trillion. This size has to increase from the current level to atleast Rs 3.5 trillion which is a conservative estimate of the gap between the actual currency in circulation and required currency in circulation. It said there is a need to ensure that per mobile banking transaction increases from the current level of Rs 14,500 to Rs 25,000 monthly. And therefore to fully utilise the potential residing in the digital channel, banks also need to focus on PPIs particularly on mobile wallets. Mobile wallets transactions need to increase from current level of Rs 34 billion to around Rs 100 billion going forward. "This means that value per transaction is increasing significantly from current level of mere Rs 475 to around Rs 1000," the report concludes.

Over 70% rural citizens have adopted e-wallets
More than 70 per cent of rural citizens have adopted the methods of e-wallets followed by Unified Payment Interface (UPI) payment option, the Electronics and IT Ministry said today. "An overview of the current data available with the Ministry of Electronics & IT (MeitY) shows that more than 70 per cent rural citizens have adopted the methods of e-wallets, 16 per cent opted for Unified Payment Interface (UPI)," the ministry said in a release. Rest of the people looked at Unstructured Supplementary Service Data (USSD), Adhaar Enabled Payment System (AEPS) & Cards or Point of Sale(PoS). Similarly, more than 85 per cent of the merchants have adopted the e-Wallet system and 13 per cent have opted for UPI, the statement said. "The speed and scale at which digital transformation in taking place in India is paving the way for a digitally empowered, participative and inclusive society," MeitY Secretary Aruna Sundararajan said. Under its Digital Payments awareness and training programme, the Ministry said that Common Service Centre (CSC) network, which provides government service in rural area, has enrolled over 25 lakh rural citizens for digital payments. "Achieving the 25 lakh mark in such a short time is an indication of the pace at which digital adoption is gaining momentum among rural citizens," Sundararajan said. Over 55,000 merchants have started offering digital payment options to rural customers across various districts and blocks in India," the statement said. The DigiDhan Abhiyan aims to reach over 1 crore rural citizens through this massive outreach programme. The campaign aims to cover 2 lakh Common Service Centres (CSC) in rural and semi-urban areas and also reach out to 2.5 lakh Gram panchayats across the country. The centres will cover one member from each household and will cater to 40 households in a catchment area.

ECONOMISTS pitch for 'OUT OF BOX ' Budget

Government should make the best use of demonetisation and come out with a Budget full of out-of-box ideas, economists told Finance Minister Arun Jaitley here. In a pre-Budget meeting with the Finance Minister, some participating members suggested that the upcoming Union Budget should not be a conventional one as these are not normal times, a Finance Ministry statement said. "Rather, the government should make best use of the opportunity arising from demonetisation to present a Budget full of out-of-box ideas. Members suggested that provisions should be made in the Budget to ensure that generation of black money is curbed," it said. Pointing out that India remains a bright point in global economy and BRICS in particular, Jaitley said the government has taken many steps -- such as passing of GST Bill, institutional reforms like UDAY, banking reforms and focus on infrastructure, among others -- to further boost growth. He said the growth in US is weaker than anticipated earlier and Brexit has led to disturbing reactions in the markets. However, Indian economy has made significant improvements as growth remains stable, and we are in comfortable fiscal and debt situation, he said. He said the government has taken various decisive steps in the last two-and-a-half years which have helped the economy to get out from inflationary spiral to stable prices. Economists suggested that provisions should be made in the Budget to ensure that generation of black money is curbed and it should be decided by the market how much cash needs to be infused into the economy. "They mentioned that in terms of use of cash, our economy is worse. They said that we use much more cash than our neighbours (with almost similar culture and mindset) use for similar economic activities. Some countries with even larger informal sectors use lesser amount of cash comparatively," it said. Some members also expressed the need of transparency on the government's part and wanted it to come out with a statement in the Budget which should detail clearly what costs have been incurred due to demonetisation. Commenting on demonetisation, members said it can curb black money for the moment, but cannot check the generation of illicit money. "So next task should be to stop generation of black money in future. For this, government should incentivise people to move from informal to formal system and maximise use of e-payments," it said.

MFs ON BULL RUN

To Reach Rs.20 Lakh Crores by end of 2017

Assets sores by 28 % in 2016

Helped by growing interest from retail investors and aggressive buying of stocks, mutual fund industry grew at a rapid pace in 2016 with addition of almost Rs 4 lakh crore, or 28 per cent, to its asset base and is looking to cross Rs 20-trillion mark in the new year. Having already attained a record asset under management (AUM) of Rs 16.5 lakh crore in November, the fund houses are looking to end the year 2016 with a total kitty of Rs 17.3 trillion, industry experts said.
Fund houses are also upbeat about the industry performance in the new year while expecting investment from new investors to fuel the growth of the sector.
Also, demonetisation of high-value currency notes could have a positive impact, with the industry betting big on conversion of cash assets into financial investments.
"The assets under management of the mutual fund industry is quite likely to cross the Rs 20 lakh crore mark in next year," Quantum Mutual Fund Chief Executive Jimmy Patel said.
In 2016, the total AUM of all 43 active fund houses put together soared by around 28 per cent on strong inflows in equity, as per industry estimates.
This was the fourth consecutive yearly rise in the industry AUM, after a drop in the assets base for two preceding years.
"The equity market has overall been more volatile in 2016 than 2015 with a lot more negative sentiment. The AUM increase can be attributable more to investors staying invested and new investors coming in. Also, investors may have seen the volatility of this year as a positive to average out costs," said Srikanth Meenakshi, COO at FundsIndia.com, an investment portal for MFs.
"The inflow in equity and equity-oriented schemes and the rise in number of investor accounts also helped in increasing the assets base in 2016. Further, retail investors also appear to have become savvier, using liquid schemes to either earn higher returns or run systematic transfer plans into equity funds to average costs," he added.

The total industry AUM stood at Rs 13.41 lakh crore at the end of 2015 while the same was Rs 11.06 lakh crore at 2014-end. It was at Rs 8.26 lakh crore in 2013 and Rs 8.08 lakh crore at 2012-end. It stood at about Rs 6.11 lakh crore in 2011. The assets base was about Rs 6.26 lakh crore in 2010 and Rs 6.65 lakh crore in 2009.

2016, however, saw some exits, including by way of mergers and acquisitions. Those having exited the Indian mutual fund space are JP Morgan MF and Peerless Group.
Consolidation is likely to continue next year too and some non-committed or less serious sponsors will exit owing to the stringent net worth requirement of Rs 50 crore.
"Rising cost structure, mainly on account of increasing compliance and manpower costs, will strain economies of survival. Unavailability of trained manpower is also a concern," he added.
LIC MF Chief Investment Officer Saravana Kumar said: "As the deadline is approaching, I reckon that those who are choosing to be part of the industry would emerge as stronger, well capitalised players."
A mutual fund pools the assets of its investors and invests the money on behalf of them. It provides diverse investment instruments like stocks and bonds without requiring investors to make separate purchases and trades.
Another highlight of 2016 was an impressive surge in the number of investor accounts and equity folios contributed tremendously to this growth.
Retail participation, which continued its momentum from 2015, has shown remarkable resilience to market volatility.
Overall, investor folios rose by 54 lakh to over 5 crore while retail investor accounts -- defined by folios in equity, ELSS and balanced categories -- alone grew by 46 lakh to more than 4 crore.
Equity and equity-linked saving schemes (ELSS) attracted an impressive inflow of around Rs 50,000 crore. The Systematic Investment Plans (SIPs) mode of investments has also gained popularity with more than one crore SIP.
"More investors are choosing the SIP route of investing for equity-oriented MFs. Investors have increasingly appreciated the fact that volatility is part and parcel of MF investments. As Indian investors are becoming more educated about equity asset class and its superior potential in providing risk-adjusted returns, I believe that equity would see a rising trend of growth," Kumar said.
The year passing-by continued to see a trend wherein net investments by domestic institutions have been more than that of foreign investors.
Mutual funds have made a net investment of more than Rs 40,000 crore into Indian stock markets, higher than Rs 28,500 crore pumped in by foreign portfolio investors (FPIs).
In order to bring transparency into the system, the market regulator Sebi put in place 'commission disclosure rule' from October, which is indeed a positive move.
It has also been interpreted by many as a strong push by the regulator to guide investors towards the direct plan which comes with a lower expense ratio as it does not incur expenses towards distributor's commission.
Going ahead, Kumar believes that the mutual fund industry is at a take-off stage of growth. Indian investors are warming up to investments in equity as an asset class.
In 2017, the industry will continue to see a focus on retail investors, who are already showing a lot of commitment and maturity. Besides, SIPs will also occupy a commanding share.
"Current initiative by the government would have positive impact on the investment field -- more people are coming under banking services and banks would offer to cross-sell other beneficial services to these new customers. We have positive view on stock market which will also aid expansion of AUM," he said.
Expressing similar views, Meenakshi said: "The debt market can see support due to the inflows coming in from the demonetisation move. Also, with interest rates continuing to fall, both corporate and retail money can continue to come into debt funds."
For equity funds, there are several key events lined up in 2017 -- union budget, impact of the currency ban on the economy, implementation of the Goods and Services Tax (GST) and global moves.
"But even a volatile year such as 2016 saw investors coming in or investing more. This may well hold for next year as well. Positive outcomes of these events and sustained economic growth can serve to boost markets, and so investors may still come in," Meenakshi added.

While the short term trend is Down, it had retraced by about 355 points and again after giving up more than about 150 points and it is close to Support  Point of about 8000.  it is reasonably  Bullish for Medium and Long term, short term could be quite volatile. REVIEW ON WITHDRAWAL CAP AFTER DEC 30

Finance Ministry today said the cap imposed on withdrawal from bank accounts post demonetisation will be reviewed after December 30, the last date for depositing of old currency notes with the banks. The government has fixed a limit of Rs 24,000 per week on withdrawal from bank accounts and Rs 2,500 per day from ATMs in view of the currency crunch following scrapping of 500 and 1,000 rupee notes. "There will be a review which will be done after December 30 and whatever steps are required to be taken to bring things back to normalcy, I think they will be decided only after the review is complete," Finance Secretary Ashok Lavasa said at a Ficci event here. On the likely impact of demonetisation on growth, he admitted that informal sector which mostly deals in cash is facing problem. "Going forward, as the period of December 30 ends, a very calm assessment has to be made on what kind of impact has happened," Lavasa said.

RBI lowers MDR charges

To encourage digital transactions, the Reserve Bank today decided to slash MDR charges on payments made through debit cards and do away with levies on small transactions through mobile phones and Internet from January 1 to March 31.
The Merchant Discount Rate (MDR) for debit card payments, including for payments made to government, will be capped at 0.25 per cent for transactions up to Rs 1,000 and 0.5 per cent between Rs 1,000-2,000, RBI said in a notification.
The existing MDR cap is 0.75 per cent for transactions up to Rs 2,000 and 1 per cent for over Rs 2,000. However, there is no RBI cap on MDR on credit card payments.
RBI said reduced charges will "come into effect from January 1, 2017 and shall be applicable till March 31, 2017. In the intervening period, Reserve Bank will review the framework for charges for electronic payment transactions, in consultation with the stakeholders. Similarly, it has asked banks and prepaid payment instrument issuers not to levy any charges for transactions up to Rs 1,000 from January 1 to March 31. This would cover transactions through Immediate Payment Service (IMPS), USSD-based *99# and Unified Payment Interface (UPI) systems. The relaxations, RBI said are in tandem with initiatives taken by the government to "incentivise greater adoption of digital payments by large sections of the society." Post demonetisation of old Rs 500 and Rs 1000 banknotes, several banks including SBI, ICICI Bank, Axis Bank and Yes Bank have waived MDR charges on debit card transactions till December 31. Merchant discount rate is the rate charged to a merchant by a bank for providing debit and credit card services. The rate is determined based on factors such as volume, average ticket price, risk and industry. As of October 2015, there were 61.5 crore debit card users and 2.3 crore credit card holders in the country. Government has announced a slew of measures, both for customers and merchants, to encourage digital payments in the country ever since it sucked out a large portion of cash circulating in the economy. Steps have been taken to make petrol, railway tickets and insurance policies of PSU companies cheaper if bought through debit/credit cards or other digital modes. Besides, a lucky draw cashback reward scheme for consumers and merchants will start from the Christmas till mid of April for Rs 50-3,000 transactions through digital means.

Modi...on World's top 10 most powerful Forbes persons

Prime Minister Narendra Modi has been ranked among the top 10 most powerful people in the world by Forbes in a list that has been topped by Russian President Vladimir Putin for a fourth straight year and had US President-elect Donald Trump in the second place. Modi ranks 9th on the Forbes list of 74 of the World's Most Powerful People. Forbes said India's populist prime minister remains hugely popular in his country of 1.3 billion people. "Modi has raised his profile as a global leader in recent years during official visits with Barack Obama and Xi Jinping. He has also emerged as a key figure in the international effort to tackle climate change, as planetary warming will deeply affect millions of his country's rural and most vulnerable citizens," Forbes said. It also took note of the unexpected decision made by Modi last month to demonetise India's two high value currency notes in a bid to reduce money laundering and corruption, creating a nationwide frenzy to quickly swap out the bills. The list has been topped by Putin, who retains the title of the world's most powerful person for four years running. US President Obama comes in on the 48th spot. "There are nearly 7.4 billion humans on planet Earth, but these 74 men and women make the world turn. Forbes' annual ranking of the World’s Most Powerful People identifies one person out of every 100 million whose actions mean the most," it said. Forbes said Russia's 64-year-old president has exerted his country's influence in nearly every corner of the globe; from the motherland to Syria to the US presidential elections, continuing to "get what he wants". On the second spot is 70-year-old Trump who will become the first billionaire president of the United States, after upsetting Hillary Clinton in a surprising election victory. The list includes Reliance Industries Chairman Mukesh Ambani on the 38the spot. Forbes said the 59-year-old oil and gas tycoon sparked a price war in India's hyper competitive telecom market with the launch of 4G phone service Jio at the annual shareholder meeting of his Reliance Industries in September. "The USD 44.7 billion (revenue) Reliance Industries is locked in a legal battle with the government related to the recovery of costs associated with developing a gas field," it said, adding that his wife Nita, who sits on Reliance's board, is a member of the International Olympic Committee. The list also includes Microsoft's India-born CEO Satya Nadella on the 51st spot, with Forbes saying the 49-year-old has steered the company away from a failing mobile strategy and focused on other lines of business, including cloud computing and augmented reality. The third most powerful person in the world also happens to be the most powerful woman: Angela Merkel, the chancellor of Germany and the backbone of the European Union. The list includes Xi on the 4th spot, Pope Francis (5), Microsoft co-founder Bill Gates (7), Facebook CEO Mark Zuckerberg (10), French President Francois Hollande (23), Apple CEO Tim Cook (32), North Korean leader Kim Jong-un (43) and ISIS leader Abu Bakr al-Baghdadi (57).
